Ukraine has repeatedly accused Moscow of targeting Chernobyl and its other nuclear power plants, saying Moscow’s strikes risk triggering a potentially catastrophic disaster.
Trump, who says he wants to be remembered as a peacemaker, has repeatedly complained that ending the Ukraine war has been the most elusive foreign policy aim of his presidency.
“At present, no one has seriously discussed this initiative, and to my knowledge, it is not in preparation,” says Putin's foreign policy adviser Yuri Ushakov.
Alleges Russia’s aim is “to sow chaos, to exert moral pressure during winter … so that there is no fuel, no food supplies, so that there are problems with medical supplies”.
Insists Kyiv must abandon its Nato aspirations; cede all territory Moscow claims; calls European Union’s decision over frozen assets "daylight robbery".
“The US administration is pressuring European countries to abandon the idea of using Russian assets to support Ukraine,” says senior Ukrainian official.
Washington has offered to provide Nato-style security guarantees for Kyiv, while Britain, France and Germany proposed the deployment of a European force to monitor a ceasefire.
The plan, which includes many of Russia’s key demands and offers only vague assurances to Ukraine of “robust security guarantees”, comes at a perilous moment for Kyiv.
