FGEHA plans new project in Charsadda amid delays in existing schemes

ISLAMABAD: The Federal Government Employees Housing Authority (FGEHA) has signed a memorandum of understanding (MoU) for a new 1,600-kanal housing project in Charsadda, while several of its existing schemes remain incomplete with thousands of allottees waiting for the possession of their plots.

The development has raised questions among allottees about the authority’s adherence to an earlier commitment given before a Senate standing committee in January this year that no new FGEHA housing projects would be initiated until ongoing schemes were completed.

The assurance was given by the Ministry of Housing and Works amid concerns over delays in projects launched by FGEHA during the previous decade. The move to sign a new MoU has particularly frustrated allottees of Green Enclave-I, which was initiated in 2009 but remains incomplete.

Amjad Khan, an allottee of Green Enclave-I, questioned how FGEHA could enter into arrangements for additional housing schemes when existing projects were still awaiting completion.

He said the Charsadda initiative had raised concerns over whether adequate priority was being given to schemes where allottees had already been waiting for years for development and possession of their plots.

Another allottee, Tahir Mahmood, said new projects should not become a means of diverting attention or resources from incomplete FGEHA housing projects.

He urged the housing ministry to ensure that FGEHA adhered to its earlier commitment and set clear, time-bound completion targets for ongoing projects.

Chaudhry Amjad Ali, a representative of Green Enclave-I allottees, said: “We will hold a demonstration in mid-October if the leftover work on Green Enclave-I is not started.”

He demanded that the housing ministry should ensure completion of stalled schemes before further projects were taken forward. “FGEHA should first fulfil commitments made to people who had already paid for their plots before expanding its portfolio,” he said.

Like Green Enclave-I, several other FGEHA projects are stalled, including the Lifestyle and Kashmir Apartments projects.

According to FGEHA, the proposed project is located approximately six kilometres from the Charsadda Interchange on Peshawar-Islamabad Motorway and is approximately a 15-minute drive from Peshawar city.

The project will have direct access from the main Charsadda-Nowshera Road and is adjacent to KPHA Mega City, Nowshera.

The project will be developed under the Land Sharing Model in accordance with the FGEHA (JV & PPP) Rules, 2025, “with the objective of providing quality and affordable residential facilities to federal government employees through private-sector participation. The project is expected to provide residential facilities to approximately 700 to 800 registered FGEHA members,” read the FGEHA press release.

Speaking on the occasion, Director General FGEHA Zafar Iqbal said the authority was undertaking various projects aimed at providing quality, affordable and modern residential facilities to federal government employees.

He said advancing housing projects under the Public-Private Partnership and Land Sharing Models was an important step towards meeting the residential needs of federal government employees.

Mr Iqbal stated that FGEHA was committed to providing possession to allottees in its ongoing housing projects ahead of the stipulated timelines, wherever possible.

He said that the authority was taking effective measures for the timely completion of ongoing housing projects and provision of possession of residential plots to allottees.

He said giving possession of plots to the allottees of Margalla Orchard, Block-A, was targeted for July 2027, while possession in Sectors F-14/F-15 would also be provided to allottees in phases.

The director general added that possession of plots to the allottees of Sky Garden, Blocks-A, B and D, was targeted to be provided by Dec 31, 2026.

He added that possession of 80 plots had already been handed over to allottees ahead of schedule.

He said completion of development works and provision of possession to allottees according to the prescribed timelines, and wherever possible ahead of schedule, remained one of the key priorities of FGEHA.

He directed the concerned officers to ensure continuous monitoring of ongoing projects and maintain the pace of development works to achieve the targets.

He said alongside initiating new projects, timely completion of ongoing projects was also among the top priorities of the authority.

He said FGEHA was currently focusing particularly on Sectors F-14/F-15, Green Enclave-I and Lifestyle Residency Apartments, G-13, Islamabad.

Meanwhile, when contacted for the authority’s point of view on the commitment made before the standing committee in January, a senior FGEHA officer said: “We have been focusing on completing ongoing projects, and the stalled Green Enclave and Lifestyle projects are near restart. These two projects will be presented at the next board meeting. Meanwhile, development work on our projects has continued. So, this new initiative is just an MoU. Its maturity will take time, and by that time we will have made a lot of progress in all our projects,” he said.
