AT conference condemns plan to divide Sindh

HYDERABAD: A conference organised by the Awami Tehreek (AT) here on Saturday evening claimed that the proposed 28th constitutional amendment was aimed at “attacking territorial unity of Sindh”.

The declaration issued after the conference said that the amendment would be the beginning of handing over Karachi and Sindh’s coastal belt to federal government, but Sindh would never accept it.

It said that if the amendment was imposed to attack Sindh’s territorial integrity by dividing it into many provinces or administrative units, the plan would be strongly resisted.

The conference was chaired by AT President Wasand Thari.

The declaration also condemned alleged occupation of Sindh’s lands and resources, construction of new canals, including Jalalpur, and more dams over the Indus River.

It called for invoking Article 6 against all those talking about a division of Sindh.

It said that propagation of the plan had created unrest among the masses, particularly people of Sindh. A conspiracy has again been hatched to cause bloodshed in Sindh, it noted.

It deplored that Punjab rulers had never implemented the agreements for an equitable distribution of water among provinces. The Taunsa-Panjnad and Chashma-Jhelum link canals were being operated throughout the year by force, depriving Sindh of its water, it said.

It said that corporate farming project was an anti-Sindh scheme aimed at taking away homeland from Sindhis and handing over millions of acres land to foreign concerns and federal bodies.

Federal government seeks to establish complete control over the region right from Gwadar to Karachi and Keti Bandar, on the pretext of developing coastal belt of Sindh and Balochistan, it said.

“If PPP is opposed to the new provinces plan, it should pass a resolution against it in the Sindh Assembly and announce its separation from federal government, the declaration said. It said that in the present circumstances, any individual who, in violation of Constitution, attempts to divide Sindh and create unrest in name of new provinces is a traitor. The conference appealed to people to prepare themselves for a peaceful struggle. It termed deduction of funds of provinces under the NFC for water reservoirs and defence institutions an “attack on Sindh’s financial autonomy”.

It opposed occupation of Sindh’s coastal belt under the ‘Coastal Development Authority’ and its transfer to federal government. It demanded abolition of this Authority.

Earlier, speakers said people would not accept any move under the proposed 28th amendment aimed at dividing Sindh. Advocate Vasand Thari called upon institutions to work within their limits. Their spokespersons should stay away from campaigns concerning alteration of provincial boundaries, he said, and described statements of institutional spokespersons in support of new provinces a violation of the Constitution.

A senior analyst Jami Chandio said no one had the authority to divide Sindh and no force could claim right to a partition Sindh.

Sajjad Ahmed Chandio said people would resist all attempt to divide Sindh.

National Party’s Sindh Vice President Najeebur Rehman said people would resist creation of new provinces.

Sindh United Party’s senior vice-president Roshan Buriro alleged that a conspiracy was being hatched to take away the Indus River.
